Hemphill County Underground Water Conservation District

The Hemphill County UWCD adopted their District Management Plan on July 27, 2017. 

In the eastern portion of the Texas Panhandle, the Hemphill County UWCD includes the entirety of Hemphill County, approximately 900 square miles. The Canadian River runs through the County from West to East. 

The primary aquifer is the Ogallala.

The District’s main office is located at 211 N. 2nd St, Canadian, Texas 79014.

High Plains Underground Water Conservation District No. 1

The HPWD District Management Plan was approved by the TWDB on October 25, 2019 for the period of 2019-2024. 

The HPWD extends over 11,850 square miles and includes the entirety of Bailey, Cochran, Hale, Lamb, Lubbock, Lynn, Parmer and Swisher Counties and partially includes Armstrong, Castro, Crosby, Deaf Smith, Floyd, Hockley, Potter and Randall Counties. However, only Randall, Potter, and Armstrong belong to the GMA 1 planning area.

The primary aquifer is the Ogallala.

The District’s main office is located at 2930 Avenue Q, Lubbock, Texas 79411.

North Plains Groundwater Conservation District

The North Plains GCD adopted their District Management Plan on March 13, 2018 for the period of 2018-2028. 

The northernmost conservation district in the Texas Panhandle, the North Plains GCD extends over 7,335 square miles and includes the entirety of Dallam, Hansford, Lipscomb, Ochiltree, and Sherman Counties and partially includes Hartley, Hutchinson, and Moore Counties. 

Relevant aquifers in the North Plains GCD include the Ogallala, Rita Blanca, and Dockum.

The District’s main office is located at 603 E 1st St, Dumas, Texas 79029.

Panhandle Groundwater Conservation District

The Panhandle GCD adopted their District Management Plan on July 25, 2019 for the period of 2019-2024. 

Centrally located in the Texas Panhandle, the Panhandle GCD extends over 6,309 square miles and includes the entirety of Carson, Donley, Gray, Roberts and Wheeler Counties and partially includes Armstrong, Hutchinson, and Potter Counties. 

Relevant aquifers in the Panhandle GCD include the Ogallala, Rita Blanca, and Dockum.
